Well, that's how God works you know. In mysterious ways. I'm rather pleased with the game myself, even though there are changes that will be coming in the future that may or may not be to my liking or style of play.
I think it's not possible to make a "perfect" game from the start, and it looks like they're taking an evolutionary approach, which is a good way to write software. They're coming closer to a great game than others I have seen.

Given they had beta and 3.5 years... you think CCP would have a clue by now. This was a bad decision... how can you say this was evolutionary? All they did was upgrade a few bpos... not a genius programming scheme there. Seems to me to be the easy fix, and not the right fix.
Yes, it is a genius programming scheme...

Small incremental changes over time - rather than trying to get the game 100% right on a single pass.

The theory is actually well proven in practice. And it is predicated on the idea that you're not going to make everyone happy - just the majority.
Which is all that counts.
As for "lying" it sounds more like changing their minds, which people are prone to do.
And it has nothing to do with brown nosing - just a lot to do with knowing the pitfalls of software development.

I'm thinking that the 20 people might be far less of a game imbalance.
Do you actually believe that they did this without thinking about possible consequences?
What would be the effect if everyone got the cargo II bpo? Let's just be nice, and this time around, give it to everyone who bothered to research it at all?
